Sinds you would still requiere the extra items for the attack rating and sets bonuses. I agree with your post, I think it would be more balanced to add some kind of fist weapon tree and make its attack inspired by the previous unarmed combat seen in Morrowind and Oblivion.

You just couldn't loose against humanoid targets, once they were disarmed they were just free kills.
